Andrea Sturchio-Conaway
I am very proud to be a part of the GA TAC Association Board and serve as President. I have been with Clayton County Police Department since 2014 where I started as a dispatcher before moving into the GCIC divison. I pride myself on always being a resource to those in need and helping where I can.

Past President
Tona'e Harris
Manager Tona’e Harris, a native of Atlanta, GA, started her law enforcement career in 1984. She has served with the Marshal’s Department since 2021 in the GCIC Unit. She is also the Civilian Instructor. Before her employment with Fulton County, she was employed with multiple agencies in the Metro Atlanta Area, where she served in a supervisory capacity. Manager Clements is an expert in the GCIC Warrant Division. During her 40 - year career in law enforcement, she’s held the positions of 911 Operator, Call Center Supervisor, Customer Service Lead, Crime Scene Technician, Vehicles for Hire Officer, GCIC Supervisor, and GCIC Manager.
Manager Harris is/has served on the Terminal Agency Coordinator (TAC) Board for the State of Georgia in the capacity of President Elect, Board President, and Board Advisor since 2010. She is extremely active with the Agency TACs of the State and meets with them bi-monthly to discuss old and new methods in their field of expertise. She has been GCIC Certified since 1984 and has received multiple awards for being the best of the best.

Thinh Ly
I am Thinh Ly, currently serving as Secretary for the GA TAC (Terminal Agency Coordinators) Association. In 2001, I began my dispatching career with the City of Kennesaw Police Department as a Communication Officer. I received my Terminal Agency Coordinator training to serve as a secondary TAC in 2007 and in 2013 was appointed primary TAC. After almost 21 years in E911 dispatch, I left Kennesaw 911 Center in the Fall of 2022. I then took on a full-time role dispatching for Gwinnett County School Police after serving with the department in a part-time capacity since 2018. I enjoy being a TAC and the networking potential within the state of Georgia.

Outside of work, I have been married for the past 20 years with three children - a middle schooler and two high schoolers. I enjoy traveling and the outdoors, especially camping.

Ray Dohm
My name is Ray Dohm and I am an Advisor on the TAC Board. I am the former VP for the Metro Atlanta area as a well as a former TAC President. I have been a TAC since 1997. In my ‘real job’ I am a Senior Police Communications Officer for the Lawrenceville Police Dept. I am in my 24th year at Lawrenceville PD. I a total of almost 40 years in dispatch. Outside of work, I am married and have a 19 year old son. We live in Jefferson (Jackson County.)

Rhylin Almendras
Rhylin Almendras joined the Warner Robins Police Department as a Front Desk Operator in 2019. With a background in Information Technology, she was able to learn the systems easily and become highly proficient in her work. In 2021, she became the primary trainer for the department’s CNOs and later started TAC training. In 2022, she received her first TAC Certification and was awarded the department’s Civilian of The Year. She now currently serves as the primary TAC for both Warner Robins Police Department and the City of Warner Robins Municipal Court.

Northeast Vice President
Aubrene McLaughlin
Aubrene McLaughlin is the VP for the Northeast Region. She has been in law enforcement administration since 2020 with the Richmond County Sheriff's Office and has been the TAC for her agency since 2021. She joined the TAC association during her first GCIC Symposium in 2021 and has been an active member since. Aubrene joined the board as a VP in October 2023.

I am Kim Hardaway currently serving as the primary Terminal Agency Coordinator for the Clayton County Public Schools Police Department. I have held key public safety and criminal justice support roles across multiple Georgia agencies, including the DeKalb County Sheriff’s Office, Henry County 911/EMA and the Fulton County Solicitor’s Office. With more than a decade of experience as a primary TAC, I have been recognized as both Employee of the month and year.​​

Annie Roundtree-Bess
Annie Roundtree-Bess brings over 25 years of dedicated service to the City of McRae-Helena, where she currently serves as Chief Clerk and TAC (Technology and Communications) specialist. A proud graduate of OFTC with an Associate's Degree in Business Technology and Criminal Justice, Annie's commitment to her community and profession is unmatched.
In addition to her role with the city, Annie serves as the Vice President of Central Georgia for the TAC Association, further demonstrating her leadership and dedication to advancing the field.
Annie's passion for her work is evident in her motto: "It's not a Job, It's my Hobby." She finds fulfillment in helping and educating others in her field, a source of inspiration that fuels her dedication to criminal justice. With a positive attitude and unwavering commitment, Annie continues to make a meaningful impact in her community and beyond.

Marion Aunspaugh
I began my career at Early County Sheriff’s Department in January 2001 in the 911 mapping department. In May 2002, I became a dispatcher and was certified as a terminal operator in August of the same year. In 2007, I was certified as a TAC. I was appointed Primary TAC and 9-1-1 Director in 2008. I am now the communications director for the Early County Sheriff's Office.
I look forward to serving as Vice President Southwest.

Southeast Vice President
Regina Jones
My name is Regina (Gina) Jones and I have been employed in law enforcement since 1990. I began my career with the Swainsboro Police Department in November of 1990 as a dispatcher and became certified as a Terminal Agency Coordinator (TAC) in late 1995. During my time with SPD, I served as the primary TAC, admin asst to the Chief of Police, and the municipal court clerk until 2003.
I continued by law enforcement career with the Twin City Police Dept, where I served as the municipal court clerk and the primary TAC. During this period, I also worked part-time with the Garfield Police Dept as their clerk of court and their point of contact.
I’m still employed part-time with GPD but in Feb of 2014, I was hired by the Emanuel County Sheriffs’ Office, where I currently serve as the primary TAC, office manager, and the primary clerk for the warrant’s division.
I truly enjoy what I do, and one of the most rewarding aspects of my career has been attending the TAC conferences (symposium) where I value the opportunity to reconnect with longtime colleagues and meet new professionals in the field.

GBI Advisor
Karen Pace
Mrs. Pace is a Criminal Justice Compliance Specialist III for the GCIC CJIS Compliance Program and is considered the subject matter expert in Sex Offender processes and procedures for the team. She has a combined 23 years of law enforcement experience. Twelve of those years were spent at the Cherokee County Sheriff’s Office as a CJIS network operator. While serving as a CJIS network operator, she was promoted to Assistant Terminal Agency Coordinator - Assistant Supervisor overseeing the GCIC unit for the Sheriff. In 2009, Mrs. Pace was appointed as the Primary Terminal Agency Coordinator - Supervisor for the Cherokee County Sheriff’s Office. During her career, she was assigned to the Support Services Unit STRIKE Team, Warrant/Civil Division, Criminal Investigation Division, Evidence, and Inmate Records. Mrs. Pace joined the GBI as an CJIS Analyst in 2014 and later transferred to the CJIS Compliance Program in 2016. Mrs. Pace has conducted more than 400 federal, state, and local criminal justice audits. She is a P.O.S.T. certified Instructor and has taught at the GCIC CJIS Training Symposium since 2016. She is currently Attending Columbia Southern University to pursue a Business Administration Management Degree. Ms. Pace lives in Bainbridge, GA with her son.

Armani Billingslea
Armani Billingslea is a Criminal Justice Training Specialist 1 with the GBI. Prior to his role with the GBI, Mr. Billingslea served as a CNO with the Gwinnett County Sheriff's Office where he gained hands on experience with criminal justice information systems and compliance processes. This hands-on operational background provides him with a practical perspective that informs his training approach and allows him to bridge policy requirements with real world application. He is currently attending Georgia State University and is pursuing a bachelor’s degree in criminal justice. He has a strong interest in criminal justice policy, training, and legal framework. Armani aspires to pursue law school in the future to further expand his knowledge and impact within the criminal justice system.
